The basic framework of SAPPO’s activities consists mainly of:

monitoring of national and European legislation related to the petroleum industry and trade in the fields of environmental policy, tax and financial policy and economic policy, active participation in public consultations and discussions to provide expert and factual arguments, based on analysis of identified problems and practical experience;

cooperation between internal bodies and working sections of the Association, creating and maintaining correct cooperation with professional institutions and national authorities and institutions in their founding competence, with non-member companies from the petroleum industry and with partner organizations abroad,

monitoring of statistics, whether publicly available or internal SAPPO statistics processed by the independent consulting company E&Y; SAPPO members compile their own retail statistics (on a monthly basis) and wholesale statistics (quarterly) for their purposes, these statistics are accessible only to SAPPO members and cooperating entities.

Legislation

Monitoring the legislative development of the revised EU directives submitted to the EC, in particular:

 Revision of the Directive of the European Parliament and of the Council (EU) 2018/2001 on the promotion of the use of energy from renewable sources

 Revision of Directive 2014/94/EU of the European Parliament and of the Council on the implementation of infrastructure for alternative fuels – communication with the Ministry of Economy of the Slovak Republic on the implementation of Commission Implementing Regulation 2018/732 on a common methodology for comparing unit prices of alternative fuels in accordance with the Directive 2014/94/EU, regulating the issue of comparing fuel prices (petrol, diesel, LPG, CNG, electricity and hydrogen) and the way they are displayed by fuel retailers

 Revision of European Commission Directive 2003/96/EC on restructuring the European Community framework for the taxation of energy products and electricity

 Revision of Directive 2003/87/EC of the European Parliament and of the Council establishing a scheme for greenhouse gas emission allowance trading within the EU

 Proposal for an EC Regulation on targets for airlines, airports and aviation fuel suppliers to market sustainable aviation fuels (SAFs)

 Revision of Regulation 2019/631 of the European Parliament and of the Council as regards the tightening of CO2 emission standards for new passenger cars and new light commercial vehicles in line with the EU’s more ambitious climate targets

 Revision of the EP and Council (EU) regulation tightening CO2 emission standards for new heavy commercial vehicles

– the field of EU chemical legislation in connection with the Chemical Strategy for Sustainability

 Revision of the REACH and CLP

 Industrial plan in the context of the Green Deal

Statistics

An essential part of the SAPPO agenda is to continue in compiling of its own statistics in the field of wholesale, retail and lubes, which provide us with a picture and information about the market and the Slovak consumer. At the same time, comparing and verifying these information with available official statistics to illustrate possible tax evasion remains one of the priority activities that we will continue to pursue.

Cooperation

Cooperation between internal bodies and working sections of the Association, with professional institutions and national authorities and institutions, as well as with partner organizations abroad, mainly FuelsEurope, remains the key priority for SAPPO in 2023 as one of the opportunities to share best practices in the fuel sector.
