The basic framework of SAPPO’s activities consists mainly of:

monitoring of national and European legislation related to the petroleum industry and trade in the fields of environmental policy, tax and financial policy and economic policy, active participation in public consultations and discussions to provide expert and factual arguments, based on analysis of identified problems and practical experience;

cooperation between internal bodies and working sections of the Association, creating and maintaining correct cooperation with professional institutions and national authorities and institutions in their founding competence, with non-member companies from the petroleum industry and with partner organizations abroad,

monitoring of statistics, whether publicly available or internal SAPPO statistics processed by the independent consulting company E&Y; SAPPO members compile their own retail statistics (on a monthly basis) and wholesale statistics (quarterly) for their purposes, these statistics are accessible only to SAPPO members and cooperating entities.

Legislation

The planned SAPPO activities during 2022 will mainly concern the following legal documents:

EU level:

– EU legislative package “Fit for 55” and revision of EU directives and new instruments such as CBAM

– Directive (EU) 2018/2001 of the European Parliament and of the Council on the promotion of the use of energy from renewable sources

– Directive 2014/94/EU of the European Parliament and of the Council on the implementation of infrastructure for alternative fuels –  the issues of comparing fuel prices (petrol, diesel, LPG, CNG, electricity and hydrogen) and the way they are displayed by fuel retailers

– Revision of the European Commission Directive 2003/96/EC on the restructuring of the Community legal framework for the taxation of energy products and electricity

– Directive 98/70/EC of the European Parliament and of the Council on the quality of motor petrol, diesel and gas oil and the introduction of a mechanism for monitoring and reducing greenhouse gas emissions in connection with the evaluation of Article 7a)

– Directive 2009/126/EC of the European Parliament and of the Council of 21 October 2009 on Stage II of petrol vapour recovery during refuelling of motor vehicles at petrol stations

– EU taxonomy

 

National level:

– Act no. 98/2004 Coll. on excise duty on mineral oil

– Act no. 309/2009 Coll. on the promotion of renewable energy sources and high-efficiency cogeneration

– Act on no. 79/2015 Coll. on waste

– Act no. 137/2010 Coll. on air and related legislation

– Decree of the Ministry of the Environment of the Slovak Republic no. 228/2014 Coll., which lays down requirements for the quality of fuels and keeping operational records on fuels

– Decree of the Ministry of the Environment of the Slovak Republic no. 271/2011 Coll., which sets sustainability criteria and targets for reducing greenhouse gas emissions from fuels

– Bill on sending data to the Financial Administration from invoices of tax subjects

– Activities in the field of standard-setting, which are the subject of the working group TK50

In this regard, for SAPPO it is important to be a fair and professional partner with active participation in the expert discussion on the prepared legislative and non-legislative materials that create the future of the petroleum industry.

 

Statistics

An essential part of the SAPPO agenda is to continue in compiling of its own statistics in the field of wholesale, retail and lubes, which provide us with a picture and information about the market and the Slovak consumer. At the same time, comparing and verifying these information with available official statistics to illustrate possible tax evasion remains one of the priority activities that we will continue to pursue.

Cooperation

Cooperation between internal bodies and working sections of the Association, with professional institutions and national authorities and institutions, as well as with partner organizations abroad, mainly FuelsEurope, remains the key priority for SAPPO in 2022 as one of the opportunities to share best practices in the petroleum industry.
